New Delhi: In a landmark initiative to accelerate India’s transition towards sustainable transportation, NITI Aayog has launched the India Electric Mobility Index (IEMI) – a first-of-its-kind national framework designed to benchmark and evaluate the electric mobility progress of all Indian States and Union Territories (UTs).
The IEMI was officially released by Rajiv Gauba, Member, NITI Aayog, in the presence of B V R Subrahmanyam, CEO, NITI Aayog, O P Agarwal, Distinguished Fellow at NITI Aayog, and Sudhendu Sinha, Programme Director – E-Mobility.
This pioneering tool offers a holistic, data-driven approach to assess state-level advancements in the EV ecosystem and catalyze India’s journey towards net-zero emissions by 2070.

Transparent Evaluation Across Three Key Dimensions
The India Electric Mobility Index evaluates all States and UTs on a 100-point scale based on 16 carefully selected indicators under three core pillars:
- Transport Electrification Progress – measures EV adoption trends and usage.
- Charging Infrastructure Readiness – assesses availability, scalability, and accessibility of public and private EV charging stations.
- EV Research and Innovation Status – captures the maturity of EV supply chain, investments, and R&D activities.
The Index fosters competitive federalism by encouraging healthy competition among states while spotlighting best practices and policy innovations. It is designed to assist policymakers in identifying actionable gaps, informing evidence-based interventions, and ensuring that e-mobility growth is equitable, inclusive, and regionally balanced.

A Tool to Empower States and Strengthen Policy Implementation
Commenting on the launch, Rajiv Gauba noted, “The India Electric Mobility Index provides a transparent and comparative framework that empowers states to evaluate their progress in electrification, infrastructure, and innovation. It enables benchmarking, gap identification, and knowledge exchange that can fast-track India’s EV transformation.”
